Introduction
Let’s build the future together!
Accredited by the Romanian Ministry of Education, the Bachelor entitled “Structural Engineering” is a 4-year undergraduate program, with teaching and examinations entirely in English or French.
Organised within the Faculty of Engineering in Foreign Languages (FILS) of Technical University of Civil Engineering Bucharest (UTCB) since the early 90s, the Bachelor's contains 8 semesters with an associated total number of 240 ECTS (European Credit Transfer and Accumulation System).
The bachelors are open to Romanian and foreign bachelor graduates. They also accommodate Erasmus+ exchange students. UTCB has 67 Erasmus+ agreements with universities from 17 countries. For the academic year 2016-2017 over 20 Erasmus students from France, Spain and Greece already registered to follow lectures in our faculty (bachelor or master).
The same bachelor program is provided at FILS with teaching and examinations in English or in the French language. Exchange students can benefit from this, being allowed to select lectures in both languages and consequently, they can develop their foreign language skills.
The bachelors provide earthquake-resistant design concepts and applications are also included in almost all lectures and projects, Romania being an earthquake-prone country with a long tradition and experience in earthquake engineering.
The bachelors benefit from the activities within UTCB’s Seismic Risk Assessment Research Center (CERS.), an important number of the teaching staff being CERS members.
With small groups of students and close contact with the teaching staff, with a remarkable international environment (within FILS, there are enrolled students from 21 countries, plus Erasmus students), the Bachelor of Civil Engineering at FILS-UTCB is an excellent choice for students aiming to an international career in the construction industry.
Francophonie is a strong asset of UTCB Member of Agence Universitaire de la Francophonie (AUF) from 1995, UTCB. Accommodates a French lecturer (within a convention with A.U.F. and French Embassy), a French library, a Centre de reussite Universitaire (CRU), and organizes and participates in a lot of francophone activities. The two bachelor programs also accommodate incoming professors within Erasmus+.
Studying at FILS-UTCB will also allow you to discover the dynamic student life in Bucharest and enjoy the beauty of Romania.
After graduation, one can continue with master studies in structural engineering (teaching in English or French).
UTCB and Liege University (Belgium) have signed a double-diploma agreement at the master's level. At UTCB, FILS masters of Structural Engineering, in English and French, are part of the agreement.
UTCB graduates who are selected for the double-diploma agreement with Ecole nationale des ponts et chausses (Ponts ParisTech) can enrol in the Masters of Structural Engineering (in English or French) that are part of the agreement.
Accommodation
Romanian and EU students must make a request to have a place in the student’s dormitory during the registration for admission.
Since 2019, UTCB has been part of EU-CONEXUS - The European University for Smart Urban Coastal Sustainability. EU-CONEXUS is committed to creating a new institutional framework for higher education in Europe that allows for a truly European way of studying and carrying out research through institutional alignment and seamless mobility for all. Smart Urban Coastal Sustainability (SmUCS) means for EU-CONEXUS to focus its education, research & innovation, and knowledge-sharing activities on defining, understanding and addressing societal challenges that are experienced by communities from urban and semi-urbanised coastal regions (rivers, seas and oceans).
EU-CONEXUS is a strong partnership between nine universities developing science and innovation into a hub of excellence in Smart Urban Coastal Sustainability (SmUCS). It promotes European values and identity by bringing together a new generation of European citizens and it creates a unique way of studying and carrying out research through institutional alignment and seamless mobility for all, shaping regional policies and promoting the national cultures of the partner countries.
EU-CONEXUS partner institutions are located in France, Greece, Romania, Lithuania, Spain, Croatia, Ireland, Germany and Cyprus.
UTCB students have access to:
- Micro-certifications and Minor programs (secondary specializations) with professors from other universities
- ERASMUS+ mobility, including short-term, in partner countries
- Summer schools, cultural and sports programs in partner countries
- Access to a platform of international workshops, jobs and internships
- Multicultural and international study environment

Also, UTCB is part of the EUCEET Association which was founded on 12th March 2007, under Belgian Law, as an expression of the sustainability strategy promoted by the Thematic Network EUCEET (European Civil Engineering Education and Training).
Between October 1998 and March 2010, the Thematic Network EUCEET ran four projects with the support of grants received from the European Commission – Directorate General for Education and Culture.
UTCB is among the founding members of the Association: Prof. Iacint Manoliu (Technical University of Civil Engineering Bucharest).
