On August 20, 1923, the Mountain Agricultural Institute was finally approved by the Council of People's Commissars of the RSFSR and taken over for state supply. The Council of the Institute, taking into account the successful completion of the activities of the delegates represented by prof. Pankova AM and prof. Petrusov A.I., decided to elect them as honorary members of the State Agricultural Institute. Rector A.M. Pankov had to organize the educational process in incredibly difficult conditions and, most importantly, keep the team and at the same time invite professors, associate professors and highly qualified specialists from other regions to scientific and pedagogical work. The management coped with this difficult problem brilliantly. The Mountain Agricultural Institute approached its first 5-year anniversary with certain achievements. By October 1923, the first graduation of agronomists was completed. It was an undeniable success. At the ceremonial meeting of the Academic Council with the participation of the team, the rector of AM Pankov spoke with a report for five years of research, educational, methodological, educational, and economic activities.
