Program Description

ICEF provides students with the special opportunity to study for two degrees, one Russian and one British, from the HSE and from the University of London. Graduates of this programme have a unique advantage in continuing their studies or in beginning their career anywhere in the world.

The programme is implemented with the academic support of the London School of Economics and Political Science, combining top Russian and British standards of higher education in economics and finance.



Entry examination:

International applicants have to pass 2 examinations: English language and Mathematics. Mathematics exam can be taken either in English or in Russian.

For information: applicants can also take the Russian Unified State Exam (EGE) in English and Mathematics. The scores can be submitted replacing the scores of the internal exams.

Requirements for international applicants

We expect high-skilled and motivated applicants who possess a high level of English knowledge and a good mathematical background. Applicants must be high school graduates. We accept students with high school certificate from around the world. The level of received high school education should be equivalent to the US, British or Russian level of high school education.

Proficiency in English:

We ask applicants to provide evidence of their command of English. Experience has shown that students who are fully proficient in English are best placed to make the most of all that ICEF has to offer, both academically and socially. We expect that applicants’ entry level of English is equivalent to an overall score of at least 5.5 of International English Language Testing System (IELTS). Russian applicants must provide their Unified State Exam (USE) score in English; the minimum score for eligible application is 70 out of 100.

Proficiency in Mathematics:

We are looking for applicants with a strong mathematical background. This is due to the structure of the degree programme at ICEF for which high levels of mathematical ability are essential. Thus it is a requirement that applicants have completed the course of Mathematics in high school in the USA, the UK, Russia or other equivalents. The final grade for high school Mathematics course should be 70% of maximum score or higher. Russian applicants must provide their Unified State Exam (USE) score in Mathematics; the minimum score for eligible application is 60 out of 100.

The minimum requirement for applicants is to have 130 scores out of 200 for the sum of 2 USE exams.

How to apply

Thank you for your interest in the Bachelor’s programme “HSE and University of London Double Degree Programme in Economics”.

This programme is taught entirely in English and consists of four years of study at the Higher School of Economics in Moscow, Russia.

The tuition fee in 2018/2019 was 715 000 RUR*. Scholarships are available on the basis of entrance examination results. How to apply

The application process consists of two stages:


  1. The first step of the application process is to register in the online application system. The application and examination period in 2018/2019 is from October 15, 2018, till August 10, 2019.
    This form requires scans of your educational documents.
  2. After preliminary consideration by the programme, your application status will be updated.
  3. An applicant should fill in an application for recognition of foreign credentials.

This form requires scans of your educational documents and ID.


The next stage of the application process consists of taking exams. It is possible to take exams online, offline (on-site) or participate in International Youth Olympiad. The detailed information about the examination stage can be found here. The decision on candidates is made according to the results of the entrance examination. The applicant must take two exams:

  • Mathematics;
  • English.

The minimum scores are 60 in Mathematics and 70 in English.

The applicant may stay at HSE’s dormitories during the exam period.

In the case of admission, programme coordinator will contact you and ask to send a package of necessary scanned documents.

Tuition Fees and Scholarships for International Students

Tuition fees

The tuition fee of the HSE and University of London Double Degree Programme in Economics is 715 000 RUB per year in the academic year 2018/2019.

Tuition fee discounts and scholarships

ICEF BS programme offers a flexible system of tuition fee discounts for prospective international students and BSc international students with high academic achievement. According to ICEF statistics, every year more than 50% of first-year students receive a discount from 15% to 100% of a tuition fee (62% in 2017).

The size of a discount for freshmen is based on the entrance examination results (weighted average) and the results of various academic Olympiads. In the subsequent years, the discount depends on the academic results of an international student at ICEF and his or her position in the final student ranking.

The weighted average is calculated as the sum of the exam mark for Mathematics multiplied by 2, and the exam mark for English.

Life in Moscow


All ICEF students are provided with a place in one of HSE dormitories. Currently, there are 9 HSE student residences which are situated in the different parts of the city. The majority of international students live in the resident on Studencheskaya Ulitsa, 33/1. However other options are also available. The monthly fee varies for different dormitories but it does not exceed 1560 RUB per month. If you are not a student of HSE yet but you are coming to Moscow to take an exam or participate in a summer school you can also stay in one of the HSE dormitories, in that case, the fee will be 5400 RUB per month. All HSE dormitories have both wired and wireless (Wi-Fi) internet access.

Students transport cards offer substantial discounts on underground transport, buses, trolleybuses etc. Student underground monthly pass costs 380 RUB. Student monthly pass for ground transport (buses, trams, trolleybuses, etc.) costs 250 RUB. Average taxi trip inside Moscow: 300 - 1000 RUB depending on the distance travelled and the traffic jams. We recommend you using official taxi mobile applications for cheaper and safer trips.

ICEF campus is situated in the center of Moscow in the 5-minute walking distance from the underground station Shaboloskaya (line 6). There is also tram station of trams №14, 26, 47, А.


At the HSE cafeteria breakfast/lunch will cost you approximately 150-200 RUB. There is also a set menu which costs around 125 RUB. Moscow has a huge variety of restaurants and cafes for every taste. Normally, it is possible to have a business lunch for 350-500 RUB; good dinner will cost for about 800-1200 RUB per person. However, fast-food restaurants are much cheaper.

The expenses for buying food and beverages and cooking at home are approximately 2000 RUB per week.

Mobile phone and internet

An unlimited mobile internet and calls across Russia will costs around 500-1000 RUB per month, depending on a provider.
