Our globalized world has been dealing with a series of dramatic shocks and the European Union is no exception. It is safe to say that we do not see the end of these tectonic global shifts. More than ever there is a need for a league of young and educated people that can safely navigate unchartered territories. There is a need for future administrators and leaders of complex governance structures, who have the skills, the knowledge, and the courage to face an ever more volatile geo-economic and geopolitical reality. This new world needs youth that masters the skills required at the international level – but also able to act locally, to understand the potentials as well as the limitations and risks of globalization or the recently emerging disruptive factors such as social media or artificial intelligence. A generation of public administrators and leaders that succeeds not only in a business-as-usual environment but also in crises.
Our world – your world – as it is today, is unsustainable. We must get prepared to face and tackle all the economic, social, and governance-related consequences of this fact. Above all, we must cherish our humanity and personal relationships within our community and acknowledge the importance of acting for the public interest.

In order to get admission to Ludovika-UPS, you have to meet the general entry requirements outlined below. Some courses and programs may have additional requirements, such as more in-depth knowledge of certain subjects or previous academic studies within certain areas.

Entry requirements for exchange studies
Exchange students are selected by their sending institutions, therefore they need to meet the criteria set by them. Students applying for exchange studies don’t have to provide diplomas or transcripts. A general requirement is to be enrolled in a study program at the home institution that is related to the studies to be chosen at Ludovika-UPS. Another requirement is to apply for the same level of studies at Ludovika-UPS as the students conduct at the home institution.
Please note that some courses/programs have their own requirements regarding English proficiency. It is very important that you check the dedicated pages of each program to find out the requirements you have to meet.
Language requirement for exchange students
Applicants, regardless of the scholarship programs they are applying through, are required to have a B2 level English language knowledge according to the Common European Framework of Reference for Languages (CEFR). Although this requirement applies to all levels of education from bachelor to Ph.D., it is recommended to possess a C1 level of English knowledge for the master and doctoral levels.
Applicants have to give information about their language skills upon application. At some Faculties, the language knowledge of the applicants might be tested upon arrival.
