From 1 November 1982, the Presidencies of the Committee and of the Senate were taken by Cosimo Damiano Fonseca, first rector of the University of Basilicata (a position he held until the academic year 1993-1994). On 30 August 1983 the Statute of the new Lucan University was approved by Decree of the President of the Republic: the technical-scientific committee that drafted him were part Sabino Cassese, Giovanni Marongiu, Junius and Sergio Luzzatto Zoppi. Four faculties are well established (Agriculture, Engineering, Science, Literature) with nine degree programs. hydraulic engineering represented an innovation in the training supply scenario, to which was added another innovation to science teaching that area: soil conservation and land use planning. On 23 November 1983 he was the President of the Republic, Sandro Pertini, to inaugurate the 1983-1984 academic year, starting in fact the activities of the nine degree programs. During the inaugural ceremony, the rector Fonseca also he specified data on first registrations, '' with a question that turned out to be much larger than expected ": 892 members in total up to 5 November of that year, the which 63 percent male and 37 percent female. 38 percent chose Agriculture, 31 percent engineering and 20 percent Letters. The student population, after a first static two years, in the academic year 1986-1987 will be of 1,530 persons (831 males and 698 women), to 2,237 in 1989 and 4,167 in 1994, to reach the figure of five thousand subscribers (according to forecasts the initial project) in the academic year 1999-2000, and get to 7,500 in 2002-2003. Stepping back to dell'Unibas history, it was the same Pertini, September 18, 1984 to sign the decree for the granting of the seal at the University. The first academic center was the one realized in Potenza, via Nazario Sauro, an area of ​​142 square meters (compared to about 96,000 today on which extend the poles of Potenza and Matera). At the end of 1986 it was later opened the inter-library, in Potenza, via Acerenza, which today has its headquarters in via Nazario Sauro: The collection of books was about 56,000 volumes, to which were added other 7,500, from different donations . The ceremony was enriched, however, another historical moment: it was signed the parchment for the laying of the foundation stone of the Polo Macchia Romana, designed to give the University a second pole in the Lucan capital, after the original one of Francioso. In 1989 he was then set up the Irsub (Regional Institute for the right to study) that becomes ARDSU in 1997, the Regional Agency for the Right to Education, for care services to students (catering, accommodation, scholarships , Socrates, Erasmus projects). 1991 is the year of the great visits to the young university. The first was that of Pope John Paul II on April 28 back in Basilicata after the tragedy of the earthquake, who remembers him close to Lucan populations, to receive from the hands of the rector of the tenth anniversary medal.
